The changes should be preserved in any case, if you create a user-defined toolbar. To do this, click the [New Toolbar] button available on the Toolbars tab of the Customize dialog box (see the image). A user-defined toolbar remains even after the automatic arrangement.
Please also check to see if you have sufficient user rights. Otherwise, it may happen that the individual view settings will be reset after a restart.
