The cause for this is that a service of the dongle driver is still in use, and therefore, it cannot be stopped by the installation.
In this case, you have to manually close the corresponding service—for example, hasplms.exe or hasplmv.exe—in Services of the operating system. Then you can proceed with the installation without any problems.
